Clearly one Earthquake
with an electromagnetic precursor is insufficient
information to base a theory?Let alone an emergency
services protocol. The possibility of shutting down the major utilities and evacuating the population of a major city, such as San Francisco, for seven weeks waiting for an earthquake to occur is a very vexed problem. It would be like starting to build an Ark before a drop of rain has fallen.
Interestingly, electromagnetic noise monitoring is not the only electromagnetic precursor
observed before an earthquake. Japanese scientist Prof' Hayakawa
et al ( 1996 ) has shown that if the epicenter of the oncoming earthquake is located close to a VLF
Propagation path (very low
frequency), then there can be a significant change in the
propagation conditions detected. Here again we see a strong correlation with no obvious
